Requires the Department of Managed Health Care, Department of Insurance, and State Department of Health Care Services to develop and adopt geographic accessibility standards for perinatal units by July 1, 2027

Standards must ensure timely access to perinatal care for enrollees in health plans, health insurers, and Medi-Cal managed care plans based on time and distance requirements by county type

Mandates consultation with specified stakeholders including the American College of Obstetricians and Gynecologists, California Hospital Association, consumers, health plans, labor representatives, registered nurses, nurse midwives, and licensed midwives

Allows departments to authorize alternative access standards or waivers for plans that cannot meet the adopted requirements

Provisions become inoperative on July 1, 2033, and are repealed on January 1, 2034
