Requires the Department of Justice by November 1, 2027 to develop a voluntary "California Do Not Sell List" allowing California residents to add themselves to prevent passing firearms eligibility checks when attempting to purchase firearms from dealers or through private-party transactions

Individuals must submit a completed form with identifying information (full name, address, date of birth, driver's license number, signature) and proof of identity to a local sheriff's office or municipal police department, which must verify and transmit the information to DOJ within three business days

Registrants may request removal from the list no sooner than 14 days after registration; DOJ must process removal requests within 21-30 days unless the person is otherwise prohibited from possessing firearms under other laws

All information collected must be kept confidential, maintained separately from other DOJ records, and destroyed within 30 days after a person's removal from the list; knowingly furnishing this information for unauthorized purposes is a misdemeanor

Prohibits requiring any person to place themselves on the Do Not Sell List as a condition of employment or receiving benefits or services
