Creates the California Wildfire Mitigation Strategic Planning Act requiring the Deputy Director of Community Wildfire Preparedness and Mitigation to prepare a Wildfire Risk Mitigation Planning Framework by January 1, 2027, a Wildfire Risk Baseline and Forecast by April 1, 2027, and a Wildfire Mitigation Scenarios Report by August 1, 2027, all updated on three-year or annual cycles

Accelerates "zone zero" ember-resistant zone requirements for certain existing structures in state responsibility areas, making rental properties and properties for sale comply earlier than the standard three-year grace period after new structure requirements take effect

Establishes grant funding through CAL FIRE's local assistance program for fiscal years 2025-26 through 2028-29 to help local agencies hire wildfire inspectors and conduct inspections in very high fire hazard severity zones, contingent on those agencies adopting zone zero regulations

Requires the State Fire Marshal by July 1, 2026 to propose extending fire protection building standards to all reconstruction of buildings destroyed within wildfire perimeters for fires occurring on or after that date

Authorizes local assistance grant funding from 2029-30 through 2044-45 for local government wildfire risk reduction programs consistent with the Wildfire Risk Mitigation Planning Framework, contingent upon annual legislative appropriations
