Requires the Department of Toxic Substances Control (DTSC) to provide written notice to housing development projects within 60 business days (for 25 units or fewer) or 120 business days (for 26+ units) after receiving requests for oversight of investigation, characterization, and remediation activities, effective July 1, 2028

Caps hazardous waste generation and handling fees at $100,000 per fiscal year per project site for residential infill housing developments that are at least 66% residential

Caps hazardous waste generation and handling fees at $250,000 per fiscal year per project site for master development projects governed by development agreements that include residential units and require phased construction with new infrastructure

Fee limitations apply only to generators who are not the "responsible party" for creating the hazardous waste and who certify their eligibility with DTSC, including submitting proof of approved local government entitlement

Requires requestors seeking DTSC oversight to provide information about site history, including past property ownership, and respond to requests for additional information within department-established timeframes
