Removes the January 1, 2027 sunset date for the public works contract claim resolution process, making it permanent for contracts entered into on or after January 1, 2017

The claim resolution process requires public entities to review contractor claims within 45 days, identify disputed and undisputed portions, and pay undisputed amounts within 60 days

Disputed claims must proceed through a meet and confer conference within 30 days, followed by nonbinding mediation with costs shared equally between the contractor and public entity

Unpaid amounts bear interest at 7% per annum, and contractors may submit claims on behalf of subcontractors who lack direct contractual standing with the public entity

Applies to all cities including charter cities, as the Legislature declares it addresses a matter of statewide concern rather than a municipal affair
