Authorizes the Governor to establish pilot projects for developing, financing, or operating electrical transmission infrastructure identified by the California Independent System Operator as necessary to meet the state's clean energy goals and subject to competitive bidding

Requires pilot projects to demonstrate significant cost reductions for ratepayers compared to alternatives, with agencies committing to request federal revenue requirements that reflect only actual capital structure and cost of capital

Allows the Governor to designate state agencies, local public agencies, tribal organizations, or joint powers authorities to implement pilot projects, with authority to develop, finance, operate, and lease transmission lines

Requires Joint Legislative Budget Committee review within 30 days to concur or nonconcur on the Governor's determination of pilot project eligibility; projects are deemed eligible if no response is received within 30 days

Mandates pilot project owners participate in the Wildfire Fund, submit wildfire mitigation plans to the Office of Energy Infrastructure Safety, and maintain reasonable insurance coverage, with contributions determined by the Wildfire Fund Administrator based on transmission line miles in high fire-threat districts
