Establishes the Virtual Health Hub for Rural Communities Pilot Program, administered by the State Department of Public Health, to expand access to health services for farmworkers in rural communities through mobile units equipped with computers, Wi-Fi, cubicles for virtual visits, and telemedicine exam rooms

Creates the Virtual Health Hub Fund requiring a minimum balance of $2,000,000 from non-General Fund sources (gifts, donations, grants) before implementation can begin

Requires grants to be awarded to partnerships of two community-based organizations to deploy virtual health hubs in two rural communities, with priority given to organizations serving medically underserved populations and those with culturally and linguistically competent services

Mandates a report to the Legislature two years after program launch, including deidentified data on age ranges, income brackets, race/ethnicity, insurance status, types of health services accessed, and barriers to care experienced by participants

Program becomes inoperative if the minimum fund balance is not met by December 31, 2030, unless subsequent legislation extends it
