Requires the South Coast Air Quality Management District to impose specific conditions on any new air pollution rules affecting the Ports of Long Beach and Los Angeles adopted on or after July 1, 2025

Mandates that the ports prepare assessments of energy demand, supply, cost estimates, funding sources, workforce impacts, and environmental impacts before new emissions requirements take effect, with these assessments used to determine compliance timelines

Prohibits new district rules from imposing caps on cargo throughput or cruise ship passengers at the ports

Bans the use of public funds (municipal, county, state, or federal) to require or incentivize automated, remotely controlled, or remotely operated equipment at the ports

Creates a process for the ports to request timeline extensions for meeting emissions targets; provisions expire January 1, 2031
