Expands the definition of "emergency shelter" in housing element requirements to include all services provided onsite, including the addition or expansion of services consistent with written, objective standards

Changes the definition of emergency shelter in the Emergency Housing and Assistance Program from housing with "minimal supportive services" to housing with "supportive services" for homeless persons occupying for 6 months or less

Requires local governments to permit emergency shelter services without additional discretionary permits when those services comply with established objective standards for items like maximum beds, parking, lighting, security, and length of stay

Imposes a state-mandated local program on cities and counties by requiring higher service levels when preparing and adopting housing element general plans

Includes contingency provisions to incorporate amendments from AB 610 and AB 650 if those bills are also enacted, with this bill taking precedence if enacted last
