Reestablishes the Instructional School Gardens Program under the Department of Food and Agriculture (transferred from State Department of Education) to provide grants and technical assistance to school districts, county offices of education, and charter schools for instructional garden programs

Creates a working group including representatives from the Department of Food and Agriculture, State Department of Education, CalRecycle, CAL FIRE, State Department of Public Health, and community-based organizations to advise on program implementation

Requires the Department of Food and Agriculture to develop a competitive grant process by July 1, 2026, with two grant categories: "operational grants" for established programs and "in-development grants" for schoolsites needing infrastructure improvements or program expansion

Eligible applicants must be local educational agencies or entities with established track records operating outdoor experiential learning programs in partnership with at least one local educational agency, and must submit plans with measurable outcomes for standards-aligned experiential outdoor instruction

Establishes the Instructional School Gardens and Maintenance Fund in the State Treasury, with program implementation contingent upon legislative appropriation or receipt of sufficient private funds
