Maintains existing requirement that remains be scattered at least 500 yards from the shoreline when disposed of at sea

Requires anyone scattering remains at sea to file a verified statement with the local registrar of births and deaths within 10 days, including the deceased's name, time and place of death, and location where remains were scattered

Expands the definition of a crime related to improper disposition of human remains, creating a state-mandated local program

No state reimbursement to local agencies required because the bill only changes the definition of a crime
