Limits the State Fire Marshal's authority to charge admission fees for seminars, conferences, and specialized training under the California Fire Service Training and Education Program to situations where state appropriations and other funding sources are insufficient to cover costs

Restricts the State Fire Marshal's ability to establish fees for implementing the California Fire and Arson Training Act only when state appropriations and other funding are inadequate to cover implementation costs

Maintains the prohibition on charging fees for training classes provided to fire protection personnel regarding state laws and regulations that local fire services enforce

Amends Sections 13157 and 13159.8 of the Health and Safety Code to add these funding sufficiency conditions before fees can be established or collected
