Establishes the Water Rate Assistance Program and Water Rate Assistance Fund to provide bill assistance for residential water and wastewater services to low-income households (income at or below 200% of federal poverty level)

Requires automatic enrollment for households already enrolled in programs like CalWORKs, CalFresh, Medi-Cal, Supplemental Security Income, or California Alternate Rates for Energy (CARE)

Mandates bill credits of at least 20% of total water and wastewater charges for eligible low-income ratepayers

Requires the State Water Resources Control Board to adopt program guidelines within 270 days and limits administrative costs to 10% of fund deposits, with at least 80% of expenditures going directly to ratepayer accounts

Allows community water systems to maintain separate local water rate assistance programs in addition to the statewide program, and authorizes the Attorney General to bring enforcement actions against non-participating systems
