Requires community air monitoring in selected locations to remain active for a minimum of 5 years, with options for additional 5-year extensions agreed upon by air districts and the State Air Resources Board

Mandates the State Air Resources Board to update its community air monitoring plan by July 1, 2026, and every 5 years thereafter, with board approval required before implementation

Requires annual reports to the Legislature beginning March 1, 2027, detailing implementation progress, enforcement activities, emissions reductions, and expenditures related to community air monitoring

State board chair and air district officials must appear before legislative committees upon request to present on implementation progress
