Authorizes boards of supervisors in counties with populations of at least 6,000,000 (Los Angeles County) to delegate juvenile court-related duties from the chief probation officer to a county official with jurisdiction over youth development, diversion, and reentry

Delegable duties include operation of juvenile halls, camps, and ranches for youth under juvenile court jurisdiction pursuant to Sections 450, 601, or 602 of the Welfare and Institutions Code

Requires that delegated duties and authorities be assigned to a county official that is part of a collective bargaining unit, with protections ensuring no loss of represented probation department staff without cause

Prohibits delegation of any duty or authority that law requires to be performed by a peace officer

Grants county officials who receive delegated duties the authority to inspect juvenile case files, adding them to the list of authorized individuals with access to otherwise confidential records
