Adds a $2,500 civil penalty per violation for unfair competition acts perpetrated against persons displaced by a state or local emergency

Makes price gouging during a state of emergency or local emergency an unlawful practice under the Consumers Legal Remedies Act

Requires housing listing platforms (websites/apps like rental listing services) to remove listings flagged by law enforcement for price gouging violations, maintain anti-price gouging policies, and provide mechanisms for users to report violations during the 30 days following an emergency declaration

Extends enhanced penalty provisions (up to 3x statutory penalties) that currently apply to cases involving senior citizens, disabled persons, and veterans to also cover persons displaced by emergencies

Removes the one-year lease term limitation from the definition of "housing" under price gouging laws and allows the Legislature to terminate Governor-authorized extensions of price gouging prohibitions through concurrent resolution
