Prohibits the California Department of Transportation from denying or delaying permit applications for new advertising displays (billboards) along new highway alignments solely because the highway project hasn't been officially accepted as complete

Applies when the section of highway is open to public vehicular travel within 1,000 feet of the proposed billboard location

Affects advertising displays along new alignments of interstate and primary highways regulated under the Outdoor Advertising Act

Adds Section 5367 to the Business and Professions Code
