Requires state agencies (Natural Resources Agency, Department of Water Resources, Department of Fish and Wildlife) to mandate the use of a skilled and trained workforce for Salton Sea restoration projects exceeding $1,000,000 in contracts entered on or after January 1, 2026

Applies to all bidders, contractors, subcontractors, and entities at every tier performing work in apprenticeship occupations within building and construction trades

Exempts projects where all construction work is already covered by a project labor agreement requiring a skilled and trained workforce

"Every tier" includes contracts for supply and manufacture of off-site aggregate materials but excludes transportation services contracts

Addresses economic disparities in Imperial County, where over 21% of the population lives below the poverty line and wages are up to 25% lower than the statewide average
