Reduces required uninsured/underinsured motorist coverage for transportation network company (TNC) passengers from $1,000,000 to $60,000 per person and $300,000 per incident, with TNCs now solely responsible for maintaining this coverage

Requires the Public Utilities Commission and Department of Insurance to conduct a joint study assessing whether the new coverage requirements are appropriate for TNC service risks, with findings due to legislative committees by December 31, 2030

Mandates the Commission's February 2026 annual report include data on average annual TNC automobile accidents (2022-2024) and the percentage resulting in uninsured/underinsured motorist claims, including claims over $100,000

Requires the February 2027 report to include average TNC rider fares (excluding tips, tolls, and taxes) for three six-month periods from July 2025 through December 2026, published as aggregate numbers across all TNCs

Bill operation is contingent upon the enactment of AB 1340 of the 2025-26 Regular Session by January 1, 2026
