Requires local educational agencies to give pupils (not just parents) a copy of their special education rights and procedural safeguards

Starting 2026-27, the Superintendent must conduct additional reviews before certifying out-of-state nonpublic schools, including reviewing restraint/seclusion policies, interviewing all pupils with IEPs, and examining behavioral intervention practices

Local educational agencies placing pupils in out-of-state nonpublic schools must conduct in-person interviews with pupils during annual monitoring visits and quarterly unmonitored phone check-ins to evaluate health and safety

Nonpublic schools must ensure pupils have private and confidential communication (including phone calls) with their IEP team members and the California Department of Education's Constituent Services Office

The Superintendent must make certification information (status, compliance findings, monitoring reports) available to local educational agencies upon request, which must then be disclosed to parents when considering out-of-state placements
