Expands the Second Chance Program grant eligibility to include proposals offering mental health or behavioral health services, drug court or collaborative court programs, and treatment programs under the Treatment-Mandated Felony Act

Requires the Board of State and Community Corrections to prioritize grant proposals that utilize a drug court or collaborative court model

Removes language referencing "of 2014" from references to the Safe Neighborhoods and Schools Act throughout the bill

Maintains the program's focus on reducing recidivism for persons convicted of less serious crimes and those with substance use and mental health problems

Makes an appropriation by expanding the purpose of the continuously appropriated Second Chance Fund; requires a two-thirds vote for passage
