Authorizes the Chancellor of the California Community Colleges to implement a fee policy for researchers requesting access to individually identifiable data or student data

Requires any data request fee policy to be reviewed and approved by the Board of Governors, revised periodically, and posted publicly on the chancellor's website

Fees must comply with federal and state privacy laws, including the Family Educational Rights and Privacy Act (FERPA) and California Civil Code Section 1798.24

Fees collected must compensate for data compilation, extraction, or programming costs that would otherwise be borne by the researcher or chancellor's office

Prohibits fees from being charged to state agencies (with limited exceptions for UC, CSU, and Department of Education research requests), undergraduate or graduate students seeking data for individual studies, or community college faculty conducting individual research
