Authorizes the East Bay Regional Park District to establish and administer the East Bay Hills Conservation Program to restore wildlife habitat, enhance recreational opportunities, preserve natural ecosystems, and develop trails across approximately 30,000 acres in Alameda and Contra Costa Counties

Grants the District powers to acquire/dispose of real property, fund habitat restoration and facility construction projects, provide technical assistance to landowners, and implement wildlife connectivity measures across roadways and urban barriers

Requires local land use policy documents (general and specific plans) developed or updated on or after January 1, 2026 to acknowledge the East Bay Hills as an area of statewide significance

Authorizes collaboration with California Native American tribes (including Ohlone and Bay Miwok descendant groups) and state, regional, and local partners to achieve program goals

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs
