Establishes the Missing and Murdered Indigenous Persons Justice Program within the Department of Justice to address cases of missing and murdered indigenous persons in California, including human trafficking cases

Requires the program to facilitate collaboration and serve as a liaison between tribal victims' families, tribal governments, and federal, tribal, state, and out-of-state law enforcement agencies on active and inactive cases

Directs the program to provide technical assistance to law enforcement agencies already investigating missing and murdered indigenous persons cases and to publish data on the number and facts of these cases

Mandates annual reports to the Legislature detailing cases where the department acted as liaison, provided technical assistance, published data, and any recommendations for improving coordination between local, state, and tribal governments

Annual reporting requirement expires January 1, 2028
