Requires the Secretary of State or county elections officials to contract with the United States Postal Service or its licensees to obtain change-of-address data (such as NCOA and Operation Mail) as a mandatory addition to mailing residency confirmation postcards, rather than as an optional alternative

Change-of-address data received by the Secretary of State must be shared with county elections officials through the statewide voter registration database

Imposes a state-mandated local program by requiring county elections officials to provide a higher level of service for voter residency confirmation

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill contains state-mandated costs
