Requires the State Department of Education, upon legislative appropriation, to develop a statewide online application for the federal Summer Electronic Benefit Transfer for Children (Summer EBT) program, which provides $40 per month in grocery benefits to eligible students during summer months

The statewide application website must be available in time for summer 2028 benefits, route completed applications to local educational agencies for eligibility determination, and be translated into all threshold languages required for CalFresh

School districts, county offices of education, and charter schools must make electronic devices available upon request for families to access the statewide Summer EBT application

Online applications for free or reduced-price school meals must now include links to information about the Summer EBT program, in addition to existing required links for CalFresh, health care, and WIC programs

Local educational agencies must continue making paper applications for free or reduced-price meals available if required by federal law, with the state providing reimbursement for any state-mandated costs
