Requires home care organizations to ensure affiliated home care aides complete training on the special care needs of clients with dementia, both before providing home care services and annually thereafter, beginning January 1, 2027

Adds dementia care training to the existing mandatory 5-hour annual training requirements, which already cover topics such as clients' rights and safety, daily living needs, abuse prevention and detection, personal hygiene assistance, and safe transportation

Maintains existing entry-level training requirements of 5 hours minimum before client contact, including 2 hours of orientation and 3 hours of safety training

Allows both entry-level and annual training to be completed through online training programs

Violations constitute a misdemeanor under the Home Care Services Consumer Protection Act, with no state reimbursement to local agencies required for resulting costs
