CA SB413

Expands who may access juvenile case files to include county counsel or city attorneys representing child welfare agencies or probation departments in connection with administering or reviewing child welfare or probation services

Authorizes attorneys representing parties in civil proceedings against child welfare agencies, probation departments, or their employees to inspect and copy juvenile case files when the lawsuit is filed by or on behalf of the person who is the subject of the file

Allows attorneys representing any person who is or was subject to juvenile proceedings under Sections 300, 601, or 602 of the Welfare and Institutions Code to access those juvenile case files

Requires that juvenile case file information obtained for civil proceedings remain confidential, be filed under seal unless the court rules otherwise, and be destroyed upon conclusion of the civil proceeding

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs on local entities, reimbursement shall be made pursuant to existing statutory procedures
