Establishes statewide design standards for warehouse and logistics developments 250,000+ square feet beginning January 1, 2026, including requirements for zero-emission forklifts, EV charging infrastructure, solar panels, and minimum setbacks of 300-500 feet from sensitive receptors like homes and schools

Requires cities and counties to adopt truck routing ordinances by January 1, 2028 (or January 1, 2030 for smaller jurisdictions) that establish specific travel routes avoiding residential areas, with signage requirements and publicly available GIS maps of approved routes

Authorizes the Attorney General to enforce compliance, with civil penalties up to $50,000 every six months for jurisdictions found in violation of truck routing or circulation element requirements

Mandates that developers of logistics facilities replace demolished housing units at a 2-to-1 ratio with deed-restricted affordable housing and provide displaced tenants with 12 months' rent equivalent

Requires the California Highway Patrol to provide free commercial vehicle enforcement training to local law enforcement by January 1, 2027, and directs the South Coast Air Quality Management District to conduct air monitoring near warehouses in Riverside and San Bernardino Counties through January 1, 2032
