Student Aid Commission must convene a workgroup by April 1, 2026, including representatives from all postsecondary education segments, student organizations, and experts to standardize financial aid offer letters

Workgroup must identify common terms, definitions, and structure of financial aid offer letters and create a standardized template by July 1, 2027

Workgroup must submit a report to the Legislature by July 1, 2027 that includes the financial aid offer letter template

Starting with the 2028-29 academic year, all postsecondary institutions must use the standardized financial aid offer letter template for conditional offers of attendance as a requirement to be a qualifying institution under the Cal Grant Program
