Requires the California Workforce Development Board to submit a report to the Governor and Legislature by January 1, 2027, with recommendations on strategies to address the workforce shortage in California's developmental services system

Mandates the board review existing national and state-level developmental services policy reports and identify which state entities are best suited to implement workforce strategies

Requires stakeholder input before report submission, including from people with developmental disabilities, their families, direct support professionals, developmental services providers, regional center agencies, and local workforce development boards

Directs the State Department of Developmental Services to provide staff support and identify subject matter experts on workforce issues affecting those served under the Lanterman Developmental Disabilities Services Act and California Early Intervention Services Act

Contains a sunset provision repealing the section on January 1, 2028
