Exempts certain projects from California Environmental Quality Act (CEQA) requirements if they are developed solely to serve an urgent public health or housing need on less than 15 acres in an urbanized area

Projects must be located within the boundaries of an expired regional habitat conservation plan to qualify for the exemption

Environmental review for the project must have been completed consistent with the requirements of the regional habitat conservation plan as it existed before expiration

Imposes a state-mandated local program by requiring lead agencies to determine whether projects qualify for this exemption

No state reimbursement to local agencies is required because they have authority to levy fees or assessments to cover costs of implementing the program
