Adds knowingly furnishing fentanyl to a minor to the list of serious felonies under Penal Code Section 1192.7

Creates a new category (item 43) specifically for fentanyl provided to minors when the person knew the substance was fentanyl, separate from the existing category covering heroin, cocaine, PCP, and methamphetamine-related drugs

Designating the offense as a serious felony prohibits plea bargaining unless there is insufficient evidence, a material witness is unavailable, or a reduction would not substantially change the sentence

Conviction triggers a 5-year sentence enhancement if the person has a prior serious felony conviction

Requires a two-thirds vote in each legislative house to pass due to expanding the scope of an existing enhancement
