Extends the California Health Benefit Review Program and Health Care Benefits Fund from July 1, 2027 to July 1, 2033, with repeal delayed from January 1, 2028 to January 1, 2034

Increases the maximum annual assessment on health care service plans and health insurers from $2,200,000 to $3,200,000 to fund the program

Authorizes continued collection of annual fees from health care service plans and health insurers for fiscal years 2026-27 through 2032-33

Removes the Healthy Families Program from the list of publicly funded state health insurance programs analyzed for financial impacts of legislation

Required two-thirds vote for passage because it results in taxpayers paying a higher assessment under California Constitution Article XIII A, Section 3
