Authorizes the Legislature to remove any State Air Resources Board member by concurrent resolution with majority vote of both houses for dereliction of duty, corruption, or incompetency

Requires CARB to submit proposed regulations imposing costs exceeding $10 million on California consumers to the Legislative Analyst for independent economic analysis of cost-effectiveness and distributional effects

Mandates CARB publish a written response to the Legislative Analyst's report at least 30 days before adopting any such proposed regulation

Requires CARB to publish all final resolutions, supporting documents, and proposed regulations on its website at least 72 hours before any board vote

Prohibits any amendments, revisions, or alterations to published final documents before the board's vote
