Authorizes the Pajaro Regional Flood Management Agency, a joint powers authority, to offer pre-2013 defined benefit pension plans to employees who transfer from member agencies or other public agencies within 180 days, provided they are not new members under PEPRA

Requires the Pajaro Regional Flood Management Agency to select and designate its chosen defined benefit formula from a member agency's pre-January 1, 2013 plan by April 1, 2026

Expands authority for all joint powers authorities formed after January 1, 2013 to offer pre-PEPRA defined benefit plans to employees of nonfounding member agencies who join within 180 days of the agency becoming a member, with retirement system approval

Maintains that new employees and new members as defined by PEPRA remain subject to PEPRA retirement formulas and are not exempt from its requirements

Declares a special statute is necessary for the Pajaro Regional Flood Management Agency due to the unique need to staff the agency to improve flood protection in a historically vulnerable region
