Amends California's established food access policy to declare that every person has the right to access sufficient affordable and healthy food that is locally grown and raised, adding the local sourcing requirement to existing law

Requires relevant state agencies (Department of Social Services, Food and Agriculture, Health Care Services, Education, and Public Health) to consider this policy when revising, adopting, or establishing policies, regulations, and grant criteria pertaining to food distribution

Mandates the specified state agencies to report to the Legislature by January 1, 2027 on their progress in revising or establishing policies, regulations, and grant criteria related to locally grown, affordable, and healthy food distribution

The reporting requirement automatically sunsets on January 1, 2031

Does not expand state obligations to provide food assistance or require additional expenditures for food infrastructure development
