Expands California court jurisdiction over adoption proceedings for California-born minors when parental rights termination proceedings are either not required or are being brought in California

Requires adoption orders to include the names of adoptive parents and any existing parents who will maintain their parental rights after finalization

Places responsibility on out-of-state petitioners to provide additional documentation if their home study report does not meet California standards or is missing required information

Clarifies that these provisions do not limit jurisdiction otherwise permitted under the Interstate Compact on the Placement of Children
