Requires electrical corporations to report to the Public Utilities Commission by January 15, 2026, on the status of awarded and unallocated funds from the Microgrid Incentive Program

Directs the PUC to review unallocated funds and determine if additional actions are needed to advance the program, using only funds collected on or before January 1, 2026

If additional actions are needed, the PUC must consider using a third-party administrator and ensure unallocated funds go to areas experiencing two or more power shutoff (deenergization) events

Prioritizes vulnerable communities, including people relying on electric medical devices and refrigerated medication, and customers operating critical community infrastructure for resiliency during outages

Requires any remaining unallocated funds on January 1, 2027, to be returned to ratepayers as bill credits, and prohibits the commission from imposing additional charges on ratepayers
