Creates the PFAS Mitigation Fund in the State Treasury to help water suppliers and sewer system providers treat and remove perfluoroalkyl and polyfluoroalkyl substances (PFAS) from drinking water, recycled water, stormwater, and wastewater

Authorizes the State Water Resources Control Board to distribute fund moneys through grants, loans, contracts, or technical assistance for costs including treatment facility construction, upgrades, monitoring infrastructure, planning, and proper disposal of PFAS contamination

Allows the State Water Resources Control Board to seek and deposit federal, private, and nonstate funds designated for PFAS remediation, which would be continuously appropriated for program purposes

Limits administrative costs to no more than 5% of total fund moneys and requires applicants to demonstrate a clear purpose for how funds will benefit their community's water safety

Requires the State Water Resources Control Board to adopt implementation guidelines with public input through two workshops, and becomes operative only upon legislative appropriation
