Defines "in-kind services" that cities and counties can use as committed assistance to satisfy housing element requirements, including reducing or waiving development fees, providing below-market predevelopment loans, and donating or leasing land or structures at below-market value

Allows the Department of Housing and Community Development to identify additional qualifying in-kind services through written guidance

Permits local governments to substitute up to 25% of their obligation to identify adequate housing sites by committing to provide affordable units through committed assistance, which includes legally enforceable agreements obligating funds or in-kind services

Requires units receiving committed assistance to be made available for occupancy within 2 years of executing the agreement and meet affordability requirements for at least 55 years

Renumbers existing paragraphs in Government Code Section 65583.1 to accommodate the new "in-kind services" definition
