Requires candidates for President or Vice President to affirm under oath that they meet all constitutional qualifications for office before being placed on California primary or general election ballots

Authorizes the Secretary of State to investigate a candidate's qualifications and request proof of constitutional eligibility if there is reasonable suspicion based on articulable facts that the candidate is ineligible

Allows any elector to challenge a presidential or vice presidential candidate's qualifications by filing a petition in Sacramento County Superior Court within 5 days after the certified candidate list is issued

Permits candidates excluded from the ballot by the Secretary of State to challenge that determination in court, with the burden of proof on the Secretary of State to justify exclusion by preponderance of evidence

Requires courts to hold hearings within 5-10 days after the certified candidate list is issued and issue decisions within 48 hours of the hearing
