Establishes the California Public Infrastructure Task Force within the Department of Industrial Relations to promote employment in public infrastructure projects for underrepresented communities

Task force membership includes representatives from the Labor and Workforce Development Agency, Transportation Agency, Department of Transportation, Department of General Services, Civil Rights Department, workforce development boards, unions, contractors, and nonprofit organizations

Requires the task force to hold regular meetings to develop recommendations for recruiting from underrepresented communities and removing barriers to employment in public infrastructure projects

Mandates outreach and engagement activities with contractors and subcontractors to promote hiring from underrepresented communities

Directs the task force to provide compliance assistance to contractors at prebid and postbid stages regarding nondiscrimination obligations and to evaluate contractor efforts to recruit and utilize talent from underrepresented communities
