Requires the California Department of Education to notify all school districts, county offices of education, and charter schools serving grades 7-12 that Holocaust and genocide education are part of the state's adopted History-Social Science Content Standards and Framework

Authorizes the department to survey local educational agencies within two years of the notice on the status of Holocaust and genocide instruction at their schools

Establishes the Holocaust and Genocide Education Grant Program to provide direct funding to local educational agencies for Holocaust and genocide education and teacher professional development

Grant funds may be used for instructional materials, hosting educational events, teacher professional development attendance, substitute teachers, staff planning time, and student transportation to related educational opportunities

Creates the Holocaust and Genocide Education Grant Program Fund in the State Treasury, with funds available upon legislative appropriation
