Revokes all authority of the State Air Resources Board (CARB) to adopt, revise, or repeal regulations related to greenhouse gas emissions and air quality

Transforms CARB's role from a regulatory agency to an advisory body that can only provide advice and propose measures to the Legislature for statutory enactment

Removes "regulating" from CARB's statutory designation, leaving the agency only charged with "monitoring" sources of greenhouse gas emissions

Preserves all regulations adopted by CARB before January 1, 2026, keeping existing rules in effect

Requires any future regulatory actions currently mandated by law to instead be implemented through legislative statute rather than agency rulemaking
