Authorizes autonomous vehicles to be equipped with automated driving system (ADS) marker lamps starting January 1, 2026, following SAE International standards J3134 and J578

Defines "ADS marker lamp" as a device that emits light to indicate when an automated driving system is actively engaged in operating the vehicle

Amends Vehicle Code Section 25950 to add ADS marker lamps as an exception to standard vehicle lighting color requirements for both front-facing and rear-facing lights

Requires autonomous vehicles with model year 2031 or later and gross vehicle weight under 8,501 pounds to be zero-emission vehicles starting January 1, 2030, to the extent authorized by federal law

Prohibits the Department of Motor Vehicles from beginning rulemaking for the zero-emission requirement before January 1, 2027
