California Coastal Commission must identify infill areas within at least 3 local jurisdictions without certified local coastal programs by July 1, 2027, where affordable housing projects will be exempt from coastal development permit requirements

The categorical exclusion applies only to residential housing projects where all units (excluding managers' units) are deed-restricted for very low-, low-, or moderate-income persons, and remains in effect until June 30, 2037

Commission must select jurisdictions from various coastal regions with varying population sizes, identify the largest feasible exclusion areas, ensure areas affirmatively further fair housing, and avoid sites projected to be impacted by sea level rise

Development proponents must request a notice of exclusion from the commission before commencing construction, and projects remain subject to local land use entitlement approvals

Commission must post clearly defined maps of exclusion areas on its website by August 1, 2027, and submit a report to the Legislature by January 1, 2035 on the number of projects constructed under this exclusion
