Requires a 3/5 vote by the board of supervisors to remove an appointed county public defender from office, replacing the current "at will" removal authority

Limits grounds for removal to neglect of duty, malfeasance or misconduct in office, or other good cause

Clarifies that public defenders remain subject to county performance evaluation processes for appointed department heads

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill creates state-mandated costs
