Extends the prohibition on approving new charter schools offering nonclassroom-based instruction from January 1, 2026, to January 1, 2027

Extends the current charter school renewal performance standards and procedures that use "verified data" (nationally recognized, externally produced data sources) by one year, keeping them operative until January 1, 2027

Delays implementation of revised renewal standards that would rely solely on California School Dashboard data from January 1, 2026, to January 1, 2027

Chartering authorities must continue to consider verified data showing measurable academic achievement gains (at least one year's progress per year) or strong postsecondary outcomes (college enrollment, persistence, and completion rates) when making renewal decisions

Provides for state reimbursement to local educational agencies if the Commission on State Mandates determines the bill imposes state-mandated costs
