Establishes the Advanced Clean Fleets Regulation Appeals Advisory Committee to review appeals of denied exemption or time extension requests from zero-emission vehicle fleet transition requirements

Committee membership includes representatives from CARB, Public Utilities Commission, Energy Commission, General Services, Caltrans, transit agencies, private fleet owners, public fleet managers, electrical corporations, EV manufacturers, environmental groups, and labor groups (20-28 total members)

Committee must meet monthly, consider appeals within 60 days, and CARB must review committee recommendations at a public meeting within 60 days of receiving them

Exempts vehicles reasonably anticipated to respond to emergency situations, or that support those efforts, from the Advanced Clean Fleets Regulation to the same extent as authorized emergency vehicles

Prohibits CARB from requiring state or local government fleet owners to provide documentation of an executed zero-emission vehicle purchase agreement to qualify for compliance deadline extensions
